Resource Monitor is a tool by which you can monitor the usage of your CPU. And though resource monitor you are going to monitor your RAM usage, Disk Usage, Network usage or any other program that is not working properly. You can open Resource Monitor from start menu, By searching in the Search Bar. You can open it from the Device Manager or from the Task Manager.
